This study will lay important groundwork for the rest of the project and will be based on textual discourse analysis of energy policy documents, energy legislation and websites to trace how popular is the idea of "community "wind" . We will deconstruct discourses of community wind and the extent to which these align with the strong community wind model in Canada, Ireland and elsewhere. For example, we will pay attention to the way discourses shift (or not) over time and space and the degree to which “community wind” discourses and policy levers are used/co-opted without meaningful follow-through with local residents.
